Government and Politics of Balthimore
Government and Politics
The Crowned Realm of Balthimore is an absolute hereditary monarchy. In law, the reigning king possesses final authority over the military, courts, church appointments, foreign policy, taxation, and succession. In practice, governing a large realm requires information, ministers, regional cooperation, and institutions capable of carrying royal orders beyond Eschbron.
House Balthimore
The royal surname belongs to the crown rather than a single uninterrupted family. Anyone entering the recognized kingly bloodline becomes a Balthimore. This custom allows the monarchy to survive adoption, marriage, disputed parentage, extinct branches, and political reconstruction while presenting the realm as one eternal house.
King Edric Balthimore
King Edric, age 61, is a beloved monarch associated with stability, generosity, craftsmanship, religious observance, and the ceremonial splendor of western life. He holds audiences at Belladon Gardens, sponsors the Triune Festival, and remains the legal source of national authority.
Edric is a capable public figure rather than a soldier. His reign depends heavily upon trusted advisers who organize the immense volume of information reaching the crown.
The queen died years ago. Her absence left Edric without his closest personal adviser and Isaac without a living parent able to move freely between the royal court and military command.
Lord Protector Isaac Balthimore
Isaac, age 32, is Edric's son and acknowledged heir. He presently serves as Lord Protector of the eastern territories and commands Balthimore's war effort. He does not claim kingship and continues to issue orders in his father's name.
Eastern soldiers call him the Uncrowned King because he performs the practical duties of sovereignty: coordinating armies, settling disputes, negotiating with elected communities, receiving allied commanders, and deciding which settlements can still be defended.
The Crown Council
The Crown Council consists of senior nobles, state ministers, and leaders of the formal triune church. It manages taxation, debt, royal scheduling, provincial appointments, legal review, diplomacy, and the reports presented to the king.
Lord Oswin Marrec serves as its leading minister and King Edric's most trusted adviser. He is known publicly as a paternal statesman who helped guide the crown through years of international crisis.
The council's influence rests not upon a legal right to overrule the king, but upon its ability to decide what requires royal attention and what can be handled as ordinary administration.
Regional Government
Balthimore's internal divisions preserve several forms of local rule:
- Eschbron State contains the capital and the greatest concentration of royal offices.
- Schaldenia Province is governed through noble estates and the administrative city of Schalden.
- Kapenwia Province centers upon Kapenport and western maritime trade.
- Caprania State includes Highcourt and important Crownspine approaches.
- Heisinwand State controls highland routes and the region surrounding Dawngate Keep.
- Chessla Province is administered under eastern emergency authority.
- Tapland Council is governed by elected frontier communities centered upon Freehold.
- Bruxlee Battlefield is a military territory rather than a functioning civil province.
Eastern Wartime Government
Isaac governs through a war council that includes professional officers, representatives of allied forces, regional officials, and delegates from surviving towns and militias. General Mara Halewyn is its most influential Balthimorean commander.
The structure gives Isaac strong military authority without eliminating local government. Freehold and other frontier communities retain elected councils, control local supplies, and negotiate the terms of militia service.
Courts and Law
Royal courts hear major crimes, disputes among noble houses, and appeals from provincial judges. Guild courts regulate craft standards, apprenticeships, and contracts. Temple tribunals oversee religious vows, supernatural registration, and violations involving sacred property.
The system is relatively predictable for citizens with recognized status, documentation, and money. Noble families and wealthy creditors receive considerable deference. Rural communities and displaced easterners often depend upon whichever official is present.
Supernatural Regulation
Vampires, lycanthropes, intelligent undead, and other supernatural people may live legally in Balthimore but must register with church and civil authorities. Regulations restrict residence, travel, feeding, transformation, inheritance, and certain occupations.
The system claims to protect both supernatural citizens and their neighbors. Critics argue that it makes lawful life dependent upon continual surveillance and pushes many people to seek refuge in Frostfällt.
Political Tensions
Three pressures increasingly strain the realm:
- Noble privilege: Wealthy families dominate government, land, and access to the crown.
- Eastern autonomy: Frontier communities have learned to govern and defend themselves through institutions the west did not authorize.
- Royal succession: Isaac's military reputation grows while Edric remains a popular and lawful king.
Balthimore officially presents these tensions as manageable differences within one loyal country. Whether they remain manageable depends upon the war, the Crownspine, and what happens when eastern veterans finally return home.
